Child protection in Ghana does not fail for lack of agencies; it fails at the handoff between them. GUARDIAN is a national child-protection and anti-trafficking coordination platform submitted by UNIYIA under the Last-Mile Protection Gap challenge, and a finalist in the UNICEF StartUp Lab Pitch.
Reporting is multi-channel — USSD, WhatsApp and web — so that a report does not require a smartphone or a data plan. Cases are then routed geospatially to the nearest qualified agency, with severity-based service-level escalation so that the most serious cases cannot sit unclaimed in a queue.
An inter-agency dashboard links CHRAJ, the Department of Children, the Department of Gender, Social Welfare, the Labour Department and the Ghana Police Service — putting the referral trail in one place across bodies that currently keep separate records.
The architecture is offline-first on Next.js 15 with PostgreSQL and PostGIS, a deliberate choice for a system that has to work in the districts where connectivity is worst and the protection gap is widest.
