Green jobs are counted badly almost everywhere, because the enterprises that create them do not fit the categories official statistics already have. The tracker exists to make green enterprise activity and green employment visible inside Ghana’s official data systems rather than alongside them.
It is built as an accountability mechanism for the NDC 3.0 implementation period, and structured so that its output feeds the country’s Biennial Transparency Reports to the UNFCCC — which means the data model is designed backwards from a reporting obligation rather than forwards from what is easy to collect.
