Direction of the climate policy workstream for a cooperative-approach carbon programme under Article 6.2 of the Paris Agreement, from authorisation requirements through to the household baseline instrument.
Article 6.2 turns a cookstove programme into a sovereign accounting question. The climate policy workstream aligns project design with Ghana’s authorisation requirements, corresponding-adjustment obligations and national carbon market framework — the conditions under which a mitigation outcome can legitimately transfer.
Engagement runs across the Environmental Protection Agency, the Ministry of Environment, Science, Technology and Innovation, district authorities, distribution partners and participating households. That range is not incidental: a cooperative approach depends on consent and coordination at every level from the ministry to the kitchen.
The DESS Ghana household baseline instrument was designed and deployed in KoboToolbox, establishing the fuel-use and stove-stacking baseline that underpins monitoring, reporting and verification — and therefore the integrity of the mitigation outcomes eventually issued. Stove stacking is where cookstove baselines usually fail, so measuring it directly is a deliberate design decision.
